Adobe flash player no longer support flashplayer for android. you could use skyfire to watch flash videos, you could try to sideload flash player it might or might not work

Adobe has stopped support for flash player for Android. This means no more updates for Android going forward.

However I am using Dolphin browser (not Google Chrome) and it supports adobe flash as of now but you will have to download flash from Adobe website separately and install it. As I can see, Flash Player for Android 4.0 in Adobe archives is Flash Player 11.1 for Android 4.0 (11.1.115.81) and that is the last version. But please be aware that you will not get any more security updates and so you could potentially open yourself for vulnerabilities.  There could be other browsers which may support flash, but it is just that Dolphin is my preference.

If you want to play flv files, then you can also use MX player from the android market which plays flv files offline - meaning from local storage..
