Notification Panel hidden

I've just upgrades to 4.2.2

There is now a notification panel at the top, instead of the bottom of the display, but unlike in the previous release, this notification panel is hidden when running full screen apps, eg Album and many games.

What is the point of a notification panel that is not always visible ?

How do I reconfigure so it is back at the bottom ?

You can not, to do so you will need a different home launcher.

Apps always had the power to hide the notification bar. It's called "full screen" layout. That is true even on Windows.

It's their job (at app level) to allow you to get out of full screen mode and/or customize this behaviour.

It has nothing to do w/ design decision at OS level or a bug.
