This should be accessible for phones bought & registeredin Scandinavia I suppose. But the activation option do not exist in the setup menu under "Xperia" om my Experia V.
You can check "Update Center" if you have an update for My Xperia. If you haven't got an update yet, the update probably is not released to your customization yet.
