Hi, just got this phone today, and it's a 16GB handset... I'm aware that you only get around 13GB.
However, 2GB is set for apps, and 11GB for internet storage. Can I not use that 11GB for apps? Just that if I purchase a couple of games, they won't fit in this app storage.

of course you can use it for your apps..2 gig is for apps and the other 11gig is for apps too, including photos,videos, and other files.some application will automatically move to your internal storage(11gig) and some apps are automatically installed into your main memory(1.97 gig). i use apptoSD to check if my apps are available for moving into internal storage.so thats it enjoy your xperia P.
if you are going to ask where are the other gigabytes of memory, its for your android operating system
you can also use this method if you dont want to use apptoSD app.. follow this..
setting > apps > search for the app you want to move to internal storage(11gig), if you see "move to internal storage" then just press it. if it says "move to phone" it means its already inside your 11gig memory.

Does it have any effect on performance of an app or the phone if you move an app to the 11gb storage part of the phone?
Nope,it will work just as fine as on the phone memory.
Alexdon is right, but for me i would recommend not to install too many app.
