used to be on 2.3.4 if I turn off backround data some applications can't work such as market,gmail,gtalk...etc.
it's good for battery and performance of phone it be come more battery friendly
now on ICS backround Data always Enabled even disabled from switch on menu but all services still works on play(market),gtalk,gmail...etc
if backround data enable/disable switch menu is useless on android4 why still there
4.0.3 and 4.0.4 roms are infected clean install or repair system doesn't work on that

you miss understand me I mean backround services(applications)
mobile network data enable/disable switch works fine
how do you know that gtalk is working or gmail, you have to open them, by doing so there are no longer background data, but seems a bit odd that gtalk work w/o selecting that

mostly if network data enabled they can run as backround even sync disabled
that's quite odd, do you have an antivirus taskiller or did you rooted your phone? the reason I asked is because there might be an app with extra permissions

I tried on clean install no extra apps installed
if you have ics installed xperia you can try this
disable backround sync/service than run google play it will open with no error
or if you have GB rom
google play asks to run for needed turn on backround service if you don't refuse to run
I can't open gtalk on neither ICS nor GB umm

Go to 'Data usage' in settings & turn on 'Mobile data'. Set a mobile data limit. Press menu button. There will be 'Restrict background data'.
