I would like notifications to interrupt what I am doing and see them on my screen.

When I get a message or notification it just makes a sound. I want the notification to appear on the screen over whatever I am doing.

Yep keep notification on lock screen.
When device is lock(show all notification)

Settings > sound & notification > when device is locked > show all notification content > also, Keep notifications on lock screen 

Thats how it is setup right now yes !

Which Email app is causing this problem? I'm assuming that you get notifications from all apps but the Email app? is that correct? 

Also check the Email app notification settings.

I receive notification from all Apps. I am using all the stock apps. I got the phone yesterday.

The problem is not that I dont receive notifications. The problems are:

1. When i do receive the notification the screen still stays black and I dont see what I have received until i unlock the phone.

2. I am minding my busines (In the phone) being in the settings or in google chrome or in messages or wherever and when i receive a notification i dont get a "Pop up bar" that shows me the beggining of the message and who it is from and such like on my Samsung galaxy S5. The S5 had those notification pop up as a swipe away strip on my screen.

Ok, I got it, you are expecting the screen to turn on so you can see the notification, that's how iPhones get notifications, and it was probably emulated by Samsung since they like to ... "share" ideas, it's not standard on Android, hence the notification LED, there are third party apps that you can install so whenever you receive anything the screen will turn on.

My  messaging notificiation was already on "Treat as priority"

I put the "Email" app on priority as well.

Same deal... Screen stays locked, I just get the sound.
