You can use Hangouts/Gtalk or download apps like Skype, Tango, etc
if you want videocall over 3G (non-data, wifi) then you might not like this but Android doesn't support this natively, there are indeed some brands that had added this in certain regions/countries and/or networks, Sony is not one of them.
