How to disable emergency alerts

I'd like to disable the emergency alerts app on my Z3 but I can't figure out how to do it. I've googled all of the relevant search terms I can think of, but none of the results seem to be applicable to my phone. I really wouldn't care about getting the alerts so much if they were reporting actual emergencies, but all I've ever gotten are alerts of system tests early in the morning or late at night, sometimes multiple times, and it's driving me crazy. I'm running android 6.0.1. Of course, I can't uninstall the app and there is no menu available when I open it, just a list of times it's woken me up that I can't even interact with. The disable button is not enabled in settings > apps > emergency alerts and even if I do a force stop, it seems to restart again. There is also no emergency alerts setting in the stock messaging app and no cell broadcast setting under settings > more (wireless & networks). Isn't there something I can do to get this app to stop messing with me?

Emergency Alerts > menu > WEA Settings > uncheck everything

There isn't a menu available when I open the emergency alerts app. It doesn't seem like there is anything I can do in the app besides view a list of alerts I've received.

Is your phone network branded? 

Settings > Apps > Emergency Alerts > do you see the option to disable it? 

You can also check the permissions

It's the unlocked version of the Z3. I see the option to disable it, but the button to do so is disabled itself.

I looked in the app permissions and the only one it has is SMS permissions. I'll try turning that off and seeing what happens. Thanks for that suggestion!

*Edit*

Taking away the app's SMS permission seems to have worked. Though I have a notification about it being disabled that I can't dismiss now. It's kind of annoying but not as much as getting those alerts about system tests when I'm trying to sleep.
