Change system language m doual

i got the device from dubai and there is no option to change the system language hebrew how can i do this without root?

there is any driver to the phone the version is 4.2.2 for windows 8.

Unfortunately there is not possible to add system languages by default.

i found in israeli site a program that can change the  language and i change to hebrew
