When connected via wifi, i can send emails. If i am not connected via wifi, i get a send error and the email is not sent
My email accounts are pop3
Is there a setting i am missing?

You need to enable "Data transmission" in settings. Make sure that you have flat data plan from your network provider because it may cost you a lot of money otherwise.
If you want to receive e-mail notifications when phone is in standby (screen off) make sure that "Mail" is added into Stamina mode exceptions. It will not get access to the network otherwise.

Ok... now you put a very important piece of information.
How you set up your outgoing email server (don't post username/password here!!) ?
I mean - are you using SSL or not, and if not which SMTP port are you using? 25 or other?
Many service providers lock down port 25 for security reasons and force users to use other ports. Try port 587 or 465 and let us know, or better if your provider supports encryption switch to SSL/TLS (it will change port automatically).

I can't understand why it should work when connected to wifi & not work when i'm on 4G
I would advise re-downloading the internet settings as you may have ended up with WAP settings which will cause and issue with secure connections such as email:
Main Menu > Settings > More/Xperia > Internet Settings > Accept.
