Can I allow specific apps data access with roaming disabled?

Going abroad soon, roaming is already disabled but is there a way I could allow specific apps a data connection on demand e.g. maps?

I know that you can set a specific app to use background data or not,I do not know if you can manually set exactly what you want it to use.
