Call Barring Z2

I recently restored an Xperia Z2 to factory settings and set it up as my own phone again. i'm currently using another phone as i can't get my SIM to work in the Xperia. it says i have plenty of reception but doesn't make calls or send texts. in the call barring settings it says its all disabled to make outgoing calls and recieve them, i tried to enable them and it says "network or SIM error", does anyone know what this could be? i've tried a 2+ other SIM cards and i have the same issue. i would just like to know if there's a way i could activate these settings.
I've also been to 2 phone stores to see if the phone was locked to another phone company, but it was a post-paid phone and is meant to be unlocked.

Sorry to hear that you're having issues with your Z2.
Those settings are not settings in the phone but setting in your subscription. Not all operators allows you to change them from the phone and then you'll get a network/SIM error.
Have you been in contact with your operator regarding this? If you get reception but are unable to place calls and send messages it sounds like the phone is blocked.

is there any way that someone would be able to unblock it if it is?

If it's blocked in the network only the operator could do that.
