Background data enable?

Hi

Looking for help to enable my background data,cant find it anywhere..My steps have been as follows

-Play store

-"Google play store needs background data to be enabled''

-I choose enable

-Sync settings option shows up with my facebook,google and twitter sync,I enable options given to me on this

-No option to enable data and cant find it anywhere

Help is very much appreciated

Settings > data usage > Google Play Store > make sure that 

Restrict background data it is NOT checked.

Still doesnt seem to be working.Google play is not listed in my data usage list,its installed on the phone,gmail account is set up

Try this

settings > apps > all > play store > uninstall updates and clear everything > restart your phone
