All of a sudden my PlayStation app has started making a sound when I get a message now when I go into sound and turn off the notifications I don't get a pop up saying I have received a message
You have turned off all notifications - You need to open Sound and notifications then app notifications then swipe to All and tap the app then you can block said app from pushing notifications
