android 2.3.4 can’t upgrade

hello i still use GB 2.3.4 while other looking for jellybean. is ICS available for my country ? or i should pay to get ICS by setool box ? i have problem with wi-fi connect and signal strength and audio call is ICS fix ? iam only one in the world  can‘t get ICS update i know that
