Because your carrier is rubbish.

Just root the phone using this guide: {GUIDE} How to Root Xperia™ Smartphones

And flash ICS .587: http://forum.android.com.pl/f308/oprogramowanie-dla-sony-ericsson-xperiaa-arc-s-147007/

You will need to flash it with Flashtool.

As said before: 1836 is not carrier related!

so you never got an update to ICS, I disagree that it's not network dependent, where did you purchased this phone?

I purchased the phone from an independent retailer called "One Mobility". However, I know other people with a 1936 Arc which bought theirs from retailers like the Phone House of Belcompany.

Like I said; there is no carrier related software to be found on my Arc, so how can it be a carrier related problem?
