@ohBoyDoINeedHelp why do you need Developer Options on.. this is a mistery I will never be able to solve... You may have enabled the USB debugging mode or enabled some other function that require USB active, that is the reason why the USB options disappear by themself. If you don't need the developer options just disabled it.
