I am facing system UI not responding problem in my Sony experia XA phone.. When I power off the phone it takes too long to be shut down until the phone battery goes empty.. During this session it's shows only loading Xperia logo animation..
I'd suggest that you perform a software repair using Xperia Companion. This will do a clean installation of the latest firmware and will also wipe your internal memory. Bear in mind that if your phone cannot be powered on normally then you'll lose any data stored on the internal memory.
If you are unable to switch off your phone, press and hold the power and volume up buttons for at least 10 seconds.
