App Phone doesnt works well

When somebody call me, the notification of these contact, only appears in the top of screen, like an icon, and not appears in full scren, and when the screen is suspend, only blincks de light of the notification

when you are using your phone (gaming texting etc) only a top of screen will notify you and let you answer or reject, its normal

but when screen is off or you are on your home screen it must come in full screen, you just dont have this, right?
