I presume you mean while going through call log ? There is indeed quite a few frames skipped when scrolling there.
Since I've noticed that from first Oreo boot which was flashed as clean install, I presume there is no much you can do, except waiting for it to improve with software update.
Unless you want to handle it with another third party dialer in which case you have to prioritize what you want. Personally I don't use call log much, and try to avoid third party apps for the ones that work good enough, so I've skipped that. But in case it's too annoying, you might want to take that route.
