When can I update my xperia SOLA? are supposedly 18 days since the update came out and even tells me that I have the latest update and a lie

SI 1261-3194.8

How long it takes to release an update, this is embarrassing

it's not a lie, the roll out started but it varies by country/region as you could read on the official blog also it has to go through approvals
