Way to disable running apps/services

Hi, Does anyone know how to disable the cached/running apps/services like HDMI. Maps,  Livewire. Because I don't use them at all. Attempting to press stop after clicking the app does nothing and it keeps chugging along. Even app killers(built in astro manager) don't seem to get the work done.
