Going to "Storage" under Settings shows the Total & Available Space for my 16GB microSD card. Internal Storage says "3.98GB Total space."
However, under "Applications\Storage," going to the "On SD Card" tab only shows "3.7GB used" and "249MB free." What does this mean? Is the "Internal Storage" in Settings\Storage the same as the one in "Applications\Storage" "On SD Card" tab?
Is it not possible to install apps on my microSD card?

application>storage use>all, displays your all apps regardless if they are installed in the phone or on sd, but it only displays the internal storage status.
however on the next page SD card, you can see which apps are on the sd AND apps that can be transferred in the SD, this time it shows the sd card storage use.
the one on settings>storage is basically the overview of the total storage status.
yes you can install apps on your sd, just see if "move to sd" option is available, or you can root your phone to force app install on sd. 
The "On SD Card" tab has "SD Card Storage" on the bottom which shows ""3.7GB used" on the left and "249MB free" on the right. I'm assuming these numbers pertain to the internal storage and thus, it means the phone is identifying the internal storage as the "SD Card Storage."
The "All" tab, however, has "Phone memory" at the bottom with corresponding "used" and free" indicated. See attached photos
Clicking "Move to SD Card" places the app in the ~4GB space and not my microSD card.
oh yeah, i see. supposed to be you have 4Gb Internal storage right? and you have 2gb sd card

That's what's confusing. How come the phone's storage is separated into that ~4GB and another ~2GB? Weird.

It still sucks that apps can't be installed on the actual "SD card" without rooting the phone (I don't want to do that).
there are phones that have separate internal storage (partition) I dont know what the reason for this, it seems yours has a partition and it recognizes the other half as the external memory, but afaik, you can still put data on your "real" sd and show it on the phone, (images mp3's) right?
Yes, that 2nd link you posted explains that the Sola is built this way.
I've no probs saving data to my microSD card. I just wish I could install/transfer the apps to it as well.
