Problems with network and wifi settings

I'm not a tech wiz, so go easy on me.

1) Once connected to wifi, whenever the phone is on standby for a few minutes, the connection is lost -- as if it deactivates wifi. Once I start it back up and enter my password, it will automatically connect again. But this means I can't receive skype calls and never get any email notifications. Any advice?

2) I have a data subscription, but I can't seem to get it to work. Whenever I'm not connected to wifi I simply can't browse the web. Which settings do I need to alter/set right in order for this to work?

Thanks.
