Hi guys,
I am having problems with using Google Search, Default web browser, setting exhange email, and downloading from Google Play, etc.
Here is what happened:
Two days ago I re-programmed my arc via PC Companion. (Due to weird display of Missed Calls even if there are no missed calls at all).
Then, I used Settings > Privacy Settings > Factory Data reset - to format my SD.
Since i was not confident with what I did, I brought my unit to a service center, and same thing was done.
I was able to download an application and update some of the default apps from Android Market (which eventually updated to Google Play) via WIFI connection.
But when I use mobile data instead:

The likely cause would be an incorrect APN. You can check this by doing:
Main Menu > Settings > Wireless & Networks > Mobile Networks > Access Point Names > You may need to check with your current network provider to confirm that you have an Internet and not a WAP one. The WAP access point will not allow these types of functions to work correctly.

I countered check my APN settings with my carriers guidelines for manual APN settings.
Everything is correct so far.
I am from Philippines and my carrier is SMART Communications.
Maybe I should have my carrier check this one, specially the WAP vs Internet thing.
Also, I have re-programmed my unit via PC Companion again last night, (its becoming a habit. LOL).
The thing is, Android Market wont upgrade to Google Play anymore. I tried downloading an app via WIFI and clearing the cache of Market. Guess i should break the habit.. T_T

Indeed it was the APN settings.
Under
Settings > Wireless & Networks > Mobile Networks > Access Point Names > [SMART Internet]
The ff. fields were updated (by the carrier representative):
Name - Smart Internet
APN Type - default
Now i am able to do the ff using mobile data:
Though Im still encountering problems with Android Market update (to Google Play) and Exchange Email setup, i think they are of other reasons.

Glad that is working for you. In regards to the other issues with the Play Store I would advise uninstalling the updates from the application then launching it again (you do this through the same screen as clearing the cache.)

Uninstalling updates works for me too. 
Downloading / Installing Google Play Store apk also worked.

hey! im facing the same problem.. im unable to connect to the internet at all.. and previously it used to conncet very slowly.. do you ppl think whether it is a phone problem or the service provider's problem? and when ever i go out it connects but when i come back to my place it doesn't connect.. i faced the same issue using another sim card.. but the problem still persists... please help me! and by the way im using a sony ericsson xperia neo V
I am also facing the same problem. I am unable to download anything from google play,its just showing downloading but will not download. I am using Opera Mini through that browser I am able to download file that too of the size of 15-20 Mb. Facebook, Twitter,messenger,gmail,yahoo evrything is running well except google play. I did factor setting, did software repair, uninstalled updates, deleted data and cache, nothing running.
