My phone does not charge anymore

Well, I accientdly let my phone drianed, and it blackout, I try many methods, finally it turns on

but the battery keeps at 0% and never goes up

is that mean the my battery is totally dead and I need to buy a new one?

try this, connect it to the wall charger > press and hold the Volume up and power button for 5 or 6 seconds, let it charge for an hour then try to turn it on

Do I need to turn off my phone first? and then press that two buttons?

it doesn't matter as this will reset the phone
