Memory only showing 25.8gb

My memory is showing 25.8gb, I was presuming it had 32gb? I have done a factory reset, and have no personal files on my phone. can anyone enlighten me? ICS blah blah 3114 stuck with Gingerbread.

that's normal as your phone use some of the memory for the OS
