unlocking your phone will be only to use your phone with another carrier/operator, unlocking the bootloader its different, if your phone is or was locked to a carrier/operator/network branded you can NOT unlock the bootloader; operators request this to OEMs like Sony, and well there isn't a way around it, other than contacting your carrier/operator and requesting them to allow you to unlock the bootloader then they, your carrier, has to contact Sony so they can do that.

So, if i unlock the sim card, them i can unlock the bootloader?
not at all, even if you unlocked your SIM or even flash your phone you won't be able to unlock your bootloader.
but why? i thought sony support that(http://unlockbootloader.sonymobile.com/&usg=ALkJrhhP-ssvMyb4jksvZ3J4-n18LBbGDg) because i want to root my phone, is there other way? to root it?
I just told you why, it's not Sony it's your carrier/network who requested this to be disabled/not allowed.

You can do that only with UNLOCKED BOOTLOADER, i already try all the ways that i found
keep checking the XDA forum, there might be a way around it, as there are alternatives for other Xperias.
You can try this http://android.syokzone.com/blog/2013/01/11/how-to-root-xperia-j-with-new-firmware-2012-2013/ and follow up to step 4.
not to sure if it works but give it ago!
