What is the purpose of data traffic? Should be off or on? I can not understand what are the pros and cons?

You could delete the APN (settings provided by your network to enable internet access):

Main Menu > Settings > Wireless & Networks > Mobile Networks > Access Point Names > Tap on one of the entries, hit the menu button > Delete APN. Repeat until all of the Internet APN's are gone.
