Is this from within the Chrome browser or elsewhere?
You can set default apps in Settings > Apps > [App you're using] > Open By Default.
You can also reset the app preferences under Settings > Apps > 3 Dots > Reset app preferences. This will reset all the preferences for your apps so when you try to open the link it should ask you what app you want to use to open the link with.
Another thing it could be is that you have your browser disabled. You can go to Settings > Apps > Chrome and tap on "Enable" if that is the case.
