I'm sorry to hear that. Is it the entire touch screen that is behaving this way or just a part of it? How long does it take from that you restart your device until the touch screen become unresponsive?
I would recommend that you try and reboot your phone to safe mode to see if this behavior is caused by one or more of you downloaded apps as they will be temporarily disabled in this mode.
