After factory reset can't pair with SCR44 cover - nothing happens. Was ok before reset, how to fix?

No apps installed, just clean reset.
YES, NFC is working.
YES, cover NFC is ok too.
No "cover widget/style cover" or any similar named process in apps.
Test mode too.
With disabled locks too.
