Problem in Dialer (Call history)

There is a problem with the dialer.
Every time I call a fixed number of my city (Example: 33-123456)
The dialer is wrong, when I want to call back from the Call History, the number is stored wrong ... it removes the first number (saves 3-123456)
Is a problem that started when I update Marshmallow and is still present in Nougat, fix it because the Call History is useless

can you give us more detail? can you specify what update build are you on, you can find it on settings>about phone

This is the build: 32.3.A.0.376

But it is irrelevant because it is a problem that started to update to Android 6.0, the problem was not solved until today, I guess because the language of my country is Spanish and is a big problem contact with english support, I am using a translator to talk to you.
Returning to the subject, in my country is used city codes, the number is in really 3-123456, but to talk from all cell phones of the city should write an additional 3.
The reason? I do not know, but it is.
The call number should be dialed 33-123456, if I call from the phonebook, it works and uses the number stored 33-123456.
The problem is when I want to call from the number stored in Call History, the number is saved (in the history) as 3-123456, then when I call a computer voice of operator tells me that the number does not exist and the call is not made ....
What I ask is that the call history does not put or remove anything to the numbers I have called, that I save them as they were used when calling.
It passes in normal mode, safe mode, after a wipe, etc.
The problem is in History.
