The Xperia Z3 Compact does not require the "Detect USB" feature in order to connect to a USB device. This is why the option is missing from the Settings menu in your device. If you wish to connect a USB device to your phone you only have to connect it to the phone's USB port and the phone should detect it automatically, as long as it is a compatible device.
