Increasing Volume option doesn't work

As the title says - it starts ringing at the level i've set it. 
I'm seting ringtone volume at maximum because of the ridiculously low notifications sound.

A factory reset fixed it.

You sure? I don't mind doing that to get it fixed on that, does the ringing tone and notifications tones got the same volume? The same loudness?

No, it just got the non-increasing ringing volume option fixed.
