Is it when you drag down the quick settings menu that you see this this tool icon? If it is, it means that you have enabled an additional menu in the settings application called "System UI Tuner".

To turn this off, open up Settings > scroll down to the bottom and you will find "System UI Tuner" > tap on it and then tap the three dots in the top right corner > Remove from settings.

Keep in mind that if you have used System UI Tuner to change something, this change will be reverted when removing it from the Settings menu.
