My Xperia z1 compact has a video setting giving 60 f/ps in manual mode

-is this mode only for kids under 7 and the permanent blind ?  -no pun intended, because you all KNOW this is not an actual feature on the phone..

Question is: Why is it available ?   And Is it ever going to be available ?
