blue dot and won't turn on

my phone stopped  charging. When I plug it in the screen flashes to the charging battery icon for 3 seconds then disapears, then reappears 5 seconds later and it does this over and over never accually charging.  Also there used to be a red dot in the top left corner of the phone(not the screen) when I charged it, now it is blue. Any ideas??

UPDATE: forgot to mention its not the center light on the top i am talking about, its a completly different tiny blue(sometimes red) light in the top left of the accual phone frame
