a package is deleted due to some policy

I just purchase a xperia Z5 compact. When I install Microsoft Outlook form Play Store. It pop up "a package is deleted due to somc policy" after installation. I have try to install form a downloaded APK, but it still not work   Everythings is fine while I install others app. What should I do?

Finally the problem have been solved out by go back to the shop, and replace a new one.

I found that the old phone was a prototype phone. I think that is the main reason of problem.
