User busy

When one of my friends rings, it always says user busy and doesn't appear on my screen. I've checked that I haven't blocked him on either my calls list or an app I have but he still can't get through. Any ideas??

I get a phone call from my friends or familyand it's rings once then the call gets disconnected.  Can u help us on tjis this issue
