I often listen to ambient music on low volume but I can't on this phone. The sound jumps up and down all the time. It's like there's a gate trying to lower the volume below a certain level, built in somehow. It doesn't matter if I listen to Spotify or any other music player. I have tried changing all sound settings on the phone.

Lower the volume to zero.
Raise the volume 4 and 5 steps. If you don't hear it right away, switch between volume step 4 and 5. You will hear it eventually. It's the same with all music it's just very prominent on this track. I'd be happy if this was fixed.
I haven't noticed any compression of playback levels in any of the audio that I've listened to, including the sample
you linked. Are you sure that all of the audio modifications in the audio and accessory settings are disabled? There are a number of nested settings there that could conceivably escape your notice.

These are my sound settings. The problem is there both when things are turned on and off.
Are there more settings elsewhere?
Sound level 6 (step 6 from quiet) is ok. From there and up all sound is clear. The jumping up and down in level occurs at step 5, when listening through the phones speakers. Not sure if it occurs with headphones.
"Ljudeffekter" also off?
