"WAP Permissions Missing"?

Hi, I keep getting notifications saying "WAP Permissions Missing" can someone please tell me what does this mean (layman's terms if you can)?

Android version?

Do you get this notification with an specific app? 

is or was your phone network branded?

It comes up in my notifications when I swipe from the top of the screen
