If I buy a UK Xperia XZ2 Compact SIM Free, will it come with Android 9 (Pie) out of the box or Android 8 (Oreo) ?

And if it doesn't, will it update to Pie straight away ?

I will most likely come with Android 8, because how should it have been updated while sitting in the box. If, by chance, you get a factory-fresh phone there's a chance it will have Android 9 already flashed.

Most likely you'll receive several updates in a row, with the latest Android 9 Firmware at the end.

I recommend doing all the updates first and then factory reset your phone to start fresh with Android Pie.

@skycamefalling has already summed up most of what I was going to write. Thank you for helping out!

There will be some updates to do, unless the device is straight from factory with Android Pie installed, but since Android Pie was released just a few weeks back, that may not be the case and you'll have to do some updates before you have installed Android Pie.

Another option is to perform a software repair using a computer and Xperia Companion before you set anything up, as this will install the latest available software directly and you don't have to bother with doing the updates one by one. This is of course up to you and what you feel is the easiest thing to do.
