And I do not have WiFi access everywhere ...
How to do ?

To be sure I understand your issue correctly, I just need to clarify some things.

You have downloaded the mobile data settings for your phone (Settings > More > Internet Settings) and it is still not working, is that correct?
When you say your WiFi does not work everywhere, are you able to connect it to some WiFi connections and not others?

Check the APN in the Settings - Network & Internet - Mobile Network - Acess point names.

It could be, that you have to create the APN manually.  For the parameters you have to ask your mobile network provider.
