Locations in weather widget

I have had no problem adding locations of interest to me.  I've had no problem turning on my current location.  I cannot figure out how to delete Washington D.C.  I'm not in or near D.C., I don't care what the weather is there.  I delete it and the next time I look, there it is again.  Help!

I am pleased to report that the only cities showing in my weather app are the cities that I have put there.  Washington D.C. is gone.
