Welcome to the community!

The system languages that are available in your phone depends on where you purchased your device from, the ones that are available can be found under Settings > Language & input. I'm afraid it isn't possible to add more languages to your phone other than the preset ones.

To change the language

1. From your Home screen, tap the Application screen icon.
2. Find and tap Settings > Language & input > Languages.
3. Select an option.
4. Tap OK. 

Regarding writing languages, you might be able to find third party applications that allow you to add Arabic if it isn't preinstalled in your phone. As @nolramlb mentioned you can also look in the Settings for the preinstalled keyboard Swiftkey to download Arabic.
