Noticed there is a similar topic but I think my situation is a little different. I double checked my APN settings already(tried both download settings from carrier and manual configuration) and it didn't solve problem for my case.
The apps that is currently not working: QQ for mobile, shadowsocks.
They are working totally fine via wifi but not on mobile data.
And my carrier is T-mobile.
Anyone have some idea to share?

Actually figured it out myself.
For some reason, after updated to android 9, the APN protocol setting is being set to stick with IPv6.
Change it to IPv4/IPv6 will solve this issue.
