So as of a few updates ago if I'm using my phone and the alarm clock goes off while the screeis active the only way to silence or disable it is to completely reset the phone by turning the power off...
Try clearing the Clock app cache and data in Settings>apps and notifications>all apps>Clock>Storage, if that doesn't work try testing the behaviour restarting the phone in Safe Mode just to discard any third party app causing it.
