Zooming in android

Im wondering howcome the zooming function ( with two fingers ) when you are browsing, not are working at all times, like on your menu screen. Is there an app or something i can do to make this happen. It is kind of a problem because my eyes are weak.

Unfortunately this function is only designed for certain screens/applications and does not operate on some screens such as the main menu. Currently there are no third party applications I am aware of that would change this.
