Xperia Z when turned off I plug charger in the red light is on but led blinks lightly

xperia  z when turned off the I plug charger in the red light is on but is lightly blinking every few seconds and doesn't seem to be charging the phone I tryed the hard reset thing but no go

and it also doesn't vibrate when holding up button and power

UPDATE : charges fine on dock
